World-class stations just an idea, cant be implemented: Lalu

New Delhia: Lalu Prasad, who as Railway Minister had been claiming to upgrade 26 railway stations to world-class level, on Tuesday set the cat among pigeons by quipping that it was just an "idea" which cannot be implemented.
